Inrego in Dagens Industri: Scrap the Penalty Tax – Make Reuse Easier

Together with other circular businesses like Refurbed, Plick, and Relovie, Inrego is part of an opinion piece in Dagens Industri, urging the Swedish government to remove the so-called "penalty tax" on second-hand goods.

The EU passed the Right to Repair directive in June last year, pushing member states to support repair and reuse. If Sweden wants to meet these requirements, it must become more financially attractive for both companies and consumers to choose reused products over new ones. As it stands, current legislation is holding back the circular transition.

To speed up the shift to a circular economy, several concrete political actions are needed:

  • Remove the chemicals tax on refurbished electronics, which disproportionately penalizes second-hand products and distorts competition.

  • Introduce a tax deduction (similar to ROT) for repairs, making it cheaper to fix instead of buying new.

  • Lower VAT on reused electronics, ending the current system of double taxation on second-hand goods.

  • Set clear reuse requirements in public procurement.
